SAN JUAN, Puerto Rico (AP) — When Hurricane Irma slammed into the tiny Caribbean island of Barbuda as a powerful Category 5 storm in 2017, the government temporarily evacuated the entire population of some 1,600.Even before many of them had trickled back, U.S. developers were allowed in and given permission to build an airport and luxury resort, a project that has angered islanders and that the U.N. warns is a danger to a wetland and other fragile environments. Barbudans have been waging largely unsuccessful legal fights against the project. Two incumbents were on the ballot for St. Paul school board Tuesday night, but unofficial election results indicate only one will return this January.With 86 of 86 precincts reporting Tuesday night, newcomer Carlo Franco had 21% of the vote. Incumbent Chauntyll Allen followed with 19%, and newcomers Yusef Carrillo and Erica Valliant appeared to have clinched seats with roughly 17% support each.The four Democratic-Farmer-Labor Party endorsed candidates ended up getting the most votes of the seven candidates on the ballot. Four seats were up for election.Zuki Ellis, who has served on the St. Paul Public Schools Board of Education since being elected in 2015, appears to have lost her seat. Voters in St. Paul Park elected a new mayor and two new council members on Tuesday, including one by just 13 votes.Former mayor and state Rep. Keith Franke ran unopposed for mayor and received 95 percent of the vote. John Youngquist, a former East High School principal, trounced ex-Tattered Cover CEO Kwame Spearman in the race for the open at-large seat on the Denver school board Tuesday night in an election that cost two incumbents their seats. Cap on rent increases approved for some Los Angeles County residents

Some residents in Los Angeles County will see rent relief after board members approved a temporary cap on rent increases.Rent increases will be capped at four percent for tenants living in unincorporated L.A. County communities after the L.A. County Board of Supervisors approved the motion on Tuesday.The cap will be effective from Jan. 1, 2024 to June 30, 2024 and will only apply to those under the county’s Rent Stabilization and Tenant Protections Ordinance (RSTPO).Without the temporary cap, rent increases of up to eight percent would have been allowable starting Jan. 1, 2024.A cap of three percent was previously approved on Nov. 1, 2022 for rent-stabilized rental units and mobile home spaces from Jan. 1, 2023 through Dec. 31, 2023.Through Tuesday’s motion, the cap will be set at four percent for a six-month period.
